Update on Interline Pass Travel for IVFMP Participants
Last week we reported on changes to Interline Pass Travel, which raised questions regarding the “active” status of IVFMP members as it relates to this travel.
Historically both Voluntary and Involuntary Furloughed Flight Attendants have been considered inactive. As negotiated in the IVFMP Letter of Agreement, United Labor Relations and Employee Pass Travel have considered IVFMP participants as active, this created a new “category” of Flight Attendants who are unique to the ISTA carriers. Because the IVFMP is a furlough mitigation program, the ISTA carriers believed they were inactive as well, and therefore were subject to not being allowed to participate in Interline Travel programs after the March 31, 2021 exception period deadline.
To be clear, IVFMP are active and it has been our view these individuals should be included in interline travel programs. Working with management, and through particularly strong advocacy, clarification has been provided to the ISTA carriers that the IVFMP is, in fact, a program that keeps employees active while working a limited schedule. United was successful in gaining the agreement on the ISTA guidelines that will allow IVFMP members to utilize interline travel for the duration of the IVFMP program.
Flight Attendants in the IVFMP are currently active in company systems so interline travel is immediately available. We are now working to confirm when the work will be completed to ensure their continued access beyond the March 31, 2021 extension expiration. This is the last piece of information on this program we are waiting to receive.
During these discussions, we were also advised of some additional challenges the company has now been faced with as a result of some furloughed employees having attempted to use interline tickets purchased before being placed on furlough status, during their period of furlough. United will audit all travel listings April 1, 2021 and after and will begin cancelling those bookings for anyone on involuntary furlough status.
Holiday Absence Certificate Requirement and Bonus Point for December
Holiday Absence Certificate Requirement
United management has advised us that they will require an Absence Certificate for any sick calls for trips originating during the period of December 20, 2020 through January 4, 2021. This requirement is consistent with the language in Section 13.C.4. of our Contract and the practice in previous years.
Flight Attendants who have had no absences in the prior twelve (12) calendar months shall not be subject to the Absence Certificate requirement imposed during this holiday period.
Note: An absence certificate is different from an physician’s note (typically used for the ½ attendance point reduction as provided for in Section 23.F.2. The absence certificate contains personal medical information and must be submitted to United Medical, not your supervisor.
Holiday Bonus Point
Holiday Bonus Point Requires No Point Generating Attendance December 11, 2020 – January 4, 2021.
By mutual agreement with AFA, to supplement the language in 23.F. of our Contract, we can earn a one-point credit during the holiday season, provided the following conditions are satisfied:
Must be on active status the entire designated holiday period, and
Must work a flight segment and/or stand Reserve during the period covering December 11, 2020 – January 4, 2021, local domicile/base time, and The Flight Attendant generates zero attendance points as defined in Section 23.F.1. of the 2016 – 2021 Collective Bargaining Agreement during this same December 11, 2020 – January 4, 2021 time period.
Please note that the time period during which an Absence Certificate is required differs from the time period for this year’s holiday bonus point eligibility.

ENOUGH! TAKE ACTION!
On December 1st, it was two months since 100,000 aviation workers lost a paycheck. It also will mark four full months since Congress allowed federal unemployment benefits to expire for tens of millions of Americans. We must continue our fight to extend the Payroll Support Program and relief for all working Americans.
#ReliefNow Events were held on December 1st in:
Chicago, Houston, Los Angeles. Thank you to all that participated!
We need to flood Congressional offices with calls this week. There’s a bipartisan group of Senators working to get this done. But we must get very loud, very quick again. We need to support their efforts.
We need everyone to Take Action Now by calling Congress:
"Hello, I am a constituent calling to tell my (Senator/Representative) that we need relief and an extension of the Payroll Support Program TODAY. Essential workers from the first days of COVID are now out of work and without healthcare. Conditions for those still at work are getting worse. The whole country is hurting and our #WorkersFirst Payroll Support program is a jobs and infrastructure plan that is the best use of the public's money and could work as a template of relief for the whole country. Without it, we don't have the people, planes, or routes in place to effectively distribute a vaccine or help our nation recover. Inaction is not an option. #ExtendPSP We need #ReliefNow. Thank you.”

International Base Closure Online Travel Privileges Extended until May 31, 2021
There have been ongoing problems for our Members from the International bases that have been separated, related to their travel privileges as outlined in the International Base Closure Letter of Agreement. While it was initially reported that problems had been resolved, in fact there were still issues as of November 12, 2020 which prevented some of our Members from accessing the online pass travel benefits provided for in the Letter of Agreement.
We have expressed a view that these problems have unnecessarily delayed the re-establishment of travel for our Members and, as a result, we have asked the company, and management has agreed, to extend pass travel for this group of our Members until May 31, 2021 for a total extension of 196 days.
