The following timeline has been developed including all contractual provisions within the JCBA to create a monthly schedule for May. In response to the impact of COVID-19 (coronavirus) the bidding timeline will be delayed by four days with bids scheduled to open April 16, 2020 and close on April 21, 2020.

Additional Special COLA Options – Submission Deadline Extended to April 13, 2020

In addition to the 1- and 5-month Special Company Offered Leave of Absence (COLA) that is available for May, the company will offer both a2- and 3-monthSpecial COLAoption.

The deadline for submitting these requests has been extended to April 13, 2020 at 12:00 Noon Central Time for all COLA periods.

5 month COLA May - September

Special COLA awards will be announced by April 14. Any requests submitted after April 13, 2020, while not guaranteed to be awarded, will be considered and added to a waitlist for award on a first-come, first-served basis. Special COLAs will be awarded prior to any May Job Shares considerations. Flight Attendants awarded a Special COLA will receive a letter intended to assist in the processing of any unemployment claims. Job Share Requests Reopened for May Bid Month – Deadline April 14

Once Special COLAs have been awarded, the company will take Job Shares into consideration. The window to request a Job Share has been reopened to provide Flight Attendants an option to participate by submitting their request no later than 08:00 Central Time on April 14, 2020.

Flight Attendants having a request on file for a May Job Share can modify or delete their current request before the submission deadline. Changes to Job Share requests will not be considered after April 14.

Increased Unemployment Benefits Under the CARES Act (COVID-19 Relief Act)

As part of the COVID-19 Relief (CARES) Act enacted last week, Congress increased the weekly Unemployment Insurance (UI) payment that laid off and furloughed workers can receive through July 31, 2020 by $600. The CARES Act also extends the number of weeks of eligibility for those individuals unemployed longer term from 26 weeks to 39 weeks, temporarily eliminates work-search requirements and minimum work history (where, under normal rules, only those who have been employed for a year are eligible), and expands the categories of eligible workers to include self-employed and gig workers, in addition to traditional employees.[Gig workers are independent contractors, online platform workers, contract firm workers, on-call workers and temporary workers.]

Generally, if you take a leave or a reduction in hours as a result of the downturn, you will be eligible for Unemployment Insurance benefits. However, the scale and scope of these benefits will vary depending on your state of residence. Timeline for Completing Adjustments to Minimum - Three Separate Processes

During the course of a normal schedule month, there are a number of processes that occur as a result of Flight Attendant actions that, when completed, require an adjustment to the minimum in her/his CCS Pay Register. In the Tuesday, March 31st, 2020 addition of E-Lines we addressed the three (3) separate processes. Flight Attendants are encouraged to become familiar with the information and to act accordingly.

Company Agrees to Block Additional Seats for Flight Attendant Safety

As a result of the advocacy of AFA, effective for flights departing today, April 7, 2020, the company is proactively blocking seats in the cabin, that are located within close proximity to Flight Attendants Jumpseats. This is being done to support social distancing between Flight Attendants and passengers. Seats blocked near Flight Attendant jumpseats must remain blocked and will not be used to accommodate any passengers, including revenue or non-revenue.

Effective for flights departing April 11, additional seats will be blocked near aft galleys. These seats however, may be unblocked and used by Customer Service Representatives for some passengers, as detailed in the Inflight Safety Alert, as well as for assignment to revenue and non-revenue passengers when no other seats are available.

AFA Representatives worked collaboratively with Inflight management to identify seats on all of our aircraft that are in close proximity to Flight Attendant jumpseats. We recognize and appreciate the support from Inflight to adopt our recommendations to better protect us while we provide essential services.

AFA is supporting the waiver request to FAA for Social Distancing Waiver on Jumpseats and Safety Demo.

Reminder to Check for Onboard Resources: COVID-19
MEC Safety, Health and Security Committee

Flight Attendants continue to operate on the frontlines of the COVID-19 outbreak. As essential workers we are placed at a higher risk for exposure while at work. Your Safety, Health and Security Committee has been working around the clock ensuring you have the tools you need to remain safe amid this COVID-19 pandemic, including advocating that Flight Attendants in any market could wear a protective mask, as they felt they needed to. See Inflight Safety alert, dated March 31, 2020, that defines some additional safety measures for your protection, including the recommendation to wear masks before, during, and after flight in public settings where social distancing measures are difficult to maintain.

Masks will continue to be supplied in the Inflight Service Kit on all flights, you may also wear cloth masks per the CDC guidance as well. However, the company is requesting that your mask fabric is a solid and neutral color.

Ensure you check for gloves, masks, and sanitizing supplies such as disinfectant wipes and hand sanitizer in conjunction with pre-flight checks. Should you find that your necessary supplies are low or missing altogether follow your chain of command and act accordingly, then file an IOR and check the box to send a copy to AFA.

NOTE: Please do not use your own supplies including bleach and other cleaning agents on the aircraft, as many of these chemicals and specific amounts are regulated. If you need additional disinfecting supplies, please work with your local station ops team.

Spring 2020 Regular Meeting of the United Master Executive Council

The COVID-19 (coronavirus) world pandemic has had a devastating effect on our industry, our careers, our personal lives and families. Beyond this, many state and local ordinances are restricting the ability to gather groups and this will impact our Spring 2020 Regular Meeting of the United Master Executive Council.In addition to the limited ability to gather in groups, there are a number of cities that have issued “Shelter in Place orders.”Reductions to United’s flight schedule are making travel to a central location difficult. While we had planned to conduct our quarterly meeting in Rosemont, IL, our current circumstances are requiring we make alternate arrangements and that planning is currently in progress.

Elections for MEC Officers and MEC Committee positions will be conducted at the Spring 2020 Regular Meeting. Election information, including qualifications and responsibilities of each position, is now available on the MEC Election Page of our website.

All active Members in good standing interested in serving in one of the positions listed on theMEC Elections page,should submit a resume and/or a signed “Willingness to Serve” statement.

In order to ensure the Membership is familiar with all of the candidates running for election, we ask that you submit your Willingness to Serve with as much notice as possible prior to the election date.Willingness to Serve statements and resumes should be sent to the United MEC Secretary/Treasurer by e-mail at mecsec@unitedafa.org.

In the interest of protecting our privacy, Willingness to Serve Statements should not include personal information or employment history as they will be posted on the United MEC website for public viewing. Resume information, if desired, should be in a separate document and will be shared with the Members of the MEC for their consideration and review. We will be providing additional information on the interview process for this meeting which is being held under extraordinary circumstances.

NGP CAIC Insurance Premiums Suspended During Leave of Absence (LOA)

In an effort to assist Flight Attendants during the COVID-19 world crisis, National Group Protection (NGP)CAIC ,one of our supplemental insurance brokers, is providing the following assistance options to Flight Attendants who have opted to participate in a Company Leave of Absence (COLA), including financial relief from any missed monthly premium obligations. Flight Attendants currently on COLA or who will be taking a May COLA, should be on the lookout for a letter from NGP that will contain the following details:

  • Your coverage will continue without interruption during the LOA
  • Premiums are not due during the LOA
  • CAIC will honor claims during the LOA
  • No action is required on your part to maintain your coverage.

GUL Auto-Enrollment of Flight Attendants Returning from Special COLAs

Flight Attendants who take advantage of the Special COLA offerings are reminded, when returning from Leaves of Absence (LOA), auto-enrollment in Group Universal Life Coverage (GUL), administered by Securian, will occur for any Flight Attendants who did not elect to maintain coverage while on Leave or who had not previously elected this coverage.These individuals will be enrolled in Group Universal Life Coverage under the same conditions as a new hire Flight Attendant. With no requirement to provide Evidence of Insurability (EOI), Flight Attendants are automatically provided coverage at four (4) times their annual salary and $30,000 coverage for a spouse/domestic partner.Additionally, if the Flight Attendant reduced her/his coverage below the default coverage limits, the auto-enrollment feature will “bump up” the coverage back up to four times the annual salary for the employee and $30,000 for the spouse or domestic partner.It is important that everyone understand, the coverage is automaticunless you act to decline the coverage during the first 45 days following your return to work.

Union Dues Obligation while on Special COLA Exceeding Ninety Days

As we know, the company is able to offer Special Company Offered Leaves of Absence of varying lengths. Depending upon your time away from work, you have a different Union dues obligation.Under the AFA Constitution and Bylaws, when a Flight Attendant takes an unpaid leave of absence which exceeds ninety (90) days, she/he currently has a dues obligation for the first ninety (90) days of the leave of absence. The AFA Constitution & Bylaws control the duration of any dues obligation and may be subject to change based on any changes made to those Bylaws.

Flight Attendants with questions concerning dues and how to make payment during the first 90 days of the 5- and 6-month Special COLAs are encouraged to contact AFA Membership Services at1 800-424-2401 X707.
