CARES Act Payroll Support Program Extension – It Matters for all of us.
Over the past several months, Flight Attendants and our industry have faced an unprecedented crisis due to the COVID-19 pandemic. Our fast mobilization in March led to the passage of the CARES Act, including the aviation Payroll Support Program (PSP) to stave off involuntary furloughs and “for the continuation of employee wages, salaries, and benefits” affecting 2.1 million workers across aviation. This critical legislation has kept our industry intact, Flight Attendants and other workers connected to our healthcare, and continued service to all of our communities. Call your Senators. Make your calls twice a day (both Senators) every day!
"Hello, I am a constituent calling to ask my Senator to help save my job as an essential worker. An overwhelming majority of bipartisan Representatives in the House sent a letter last week urging leadership to extend CARES Act Payroll Support Program for aviation workers to avoid massive job loss in October and continue service to all of our communities. I need my Senator to make sure this is done before the August recess. Keep us connected to our jobs, paychecks, & healthcare.”
Continuing Work on CARES Act Extension creates Uncertainty for October Schedules
The status of the CARES Act extension is uncertain beyond September 30th. Depending on the if/when the CARES Act extension becomes known, and in order to protect the value of any October vacation period you may have scheduled, we are recommending that you consider placing a vacation fly through on file by the contractual September 5, 2020 deadline by 10:00 AM HDT. This is particularly important if you are on furlough, partnership, or participating in the IVFMP after 10/1.
Vacation Fly Through Deadline – September 5, 2020, at 10:00 AM HDT
As we have discussed, upon extension of the CARES Act, furloughs, partnerships, and IVFMP participation will be rescinded. Depending upon the timing of when the extension is known, your status in October as a lineholder or Reserve is uncertain. To ensure that you are paid the value of your vacation period in October, in addition to what is likely an uncertain line award, placing a Vacation Fly Through on file by September 5th by 10:00 AM HDT is necessary.
International Purser Surplus Process Completed
Today, the International Purser Surplus process was completed. Should the CARES Act be extended, the International Purser surplus process will not beimplemented and everyone will return to the International Purser base. Below is a snapshot of the base population and the number of International Pursers participating in each of the voluntary programs - the Voluntary Furlough and the Voluntary Surplus as well as a list of those who will be Involuntary Surplused from their International Purser base to their geographic base.
Key: VF = Voluntary Furlough, VS = Voluntary Surplus and IS = Involuntary Surplus.
Note: Of the 518 placed on Involuntary Surplus status, 89 elected to participate in the IVFMP, 9 were placed on VF and one person from the International Purser program is among the group of our most junior 5,500 who will, unfortunately, be placed on IVF status should the CARES Act not be extended.
